feat: add audit export history view with retention policy​

Summary​

Adds an Audit Export History view that records every CSV export action by every user, retained for 7 years to satisfy our pharma compliance requirements (21 CFR Part 11 traceability).

What clients see​

  • Every export logged. Who, when, what columns, row count, file size, study + tenant context.
  • Searchable + filterable by user, study, date range, export type.
  • Tamper-evident: each log entry is hash-chained to the previous, with chain integrity verified at retrieval.
  • Configurable retention per tenant (default 7 years, can be extended for trials in active regulatory review).

Why this matters​

Regulators inspect export audit trails during 21 CFR Part 11 audits. Before this feature, customers had to manually correlate logs from S3, the app, and Snowflake to reconstruct an export. This view consolidates that into a single audited surface.

Test plan​

  • Exports through any pathway (UI, API, SDK) produce log entries
  • Hash chain detects tampering when a log row is modified directly in the DB
  • Retention purge runs nightly, only purges entries past tenant retention
  • Compliance team verified the audit fields match their Part 11 checklist
